This issue is due to docbook not having a file for galician. When generating
the html file, I get this message several hundred times:
warning: failed to load external entity
"file:///usr/share/sgml/docbook/xsl-stylesheets/common/gl.xml"
So this one is most likely a case of "upstream problem" and you should make
the docbook people add a definition for galician. Please do report this to
the docbook people. On gentoo this is (better: should be) part of the package
"app-text/docbook-xsl-stylesheets" (using version 1.76.0 over here). This is
likely the correct bug tracker (not 100% sure though...):
