Details:

Attached game was set to Gold per Village 1, but villages consistently
provide 2 gold each. Check with status table: for example team 6 has 3
villages, upkeep 5, base income 2, and gold per village 1, so it should have
2+3-5=0 income. However, team 6 has 3 income, which is consistent with gold
per village 2 (2+3*2-5=3). Same for all other teams.

I reproduced this bug for several of our user maps in wesnoth 1.8.5 and in
1.9.1. I am not sure what the relationship with bug #16563 is.
