Details:
The AI does not use the full recruit list specified in scenario files. This
can be fixed by adding ignore bad movement/combat tags to every single
scenario in every single campaign. It would be easier to just change the
defaults, if this causes no other problems.
Here is how to reproduce the problem. Using the attached savefile for
"Northern Rebirth 3: To the mines", load it under 1.9.4, hit end turn a few
times, and note that the AI recruits only Goblin Knights. The full recruitment
list is:
recruit=Wolf Rider,Goblin Knight,Goblin Pillager
Bug #17038 is subsumed by this one. Same bug, but that was described as a
minor bug for one scenario, whereas this actually affects most scenarios in
most campaigns, sometimes making them nearly unplayable. Therefore, this is an
important bug to fix.
