Details:

A bug (https://gna.org/bugs/?17671) led to a discussion about unit placement
and proper behavior for placement in WML.  The consensus was to keep the
default behavior the same, but add support for map_passable and
leader_passable.  That way 'placement=map_passable,map' will place a unit on
the map preferring passable tiles.

Think I did everything decently, not sure if I did put this down correctly in
changelog or if I need to add anything elsewhere.
