Follow-up Comment #1:

Works for me in both 1.8 and trunk. village_gold= is correctly visible in
:inspect depending on what was set in [side]. Affect works also correctly, and
[modify_side]village_gold=.
Possibly it depends on some more scenario circumstances, e.g. multiplayer
(This test was in sp.). So maybe attach a test scenario or whatever.
