Otherwise this causes array index out-of-bounds problem later on. Fixes the
original part of the bug. Interestingly, the mp scenario loading code did
already behave similar.
The problem with your second campaign was of course that no starting
positions were given. This led to inserting the leader onto the recall list
and an empty unit map and made the engine think for all sides they're dead,
thus skipping their turns.
