Follow-up Comment #1:
This actually happens with all keeps (though it's most visible with the tall
encampment keep).
Existing macro prevents using layers to resolve issue (moving to layer 0, but
at top of hex would ensure it is drawn under all wall transitions).
May be possible to fix by reordering terrain definitions, but this solution
would not fix UMC keeps.
Another solution would be to use the small forest tiles around keeps - has
benefit that existing macros don't need changing.
