Details:
Yeah, for alt-r to summon the Recall dialog, the cursor has to be on the
leader's keep; it matters not if the hex beneath the cursor is occupied. If
you attempt to use alt-r while the cursor is not on hex that's part of the
player's castle, it will claim that the recall list is empty.
I really find this annoying since I don't care where my recalled units end up
most of the time. So, I expect the dialog to be summonable like the Recruit
dialog is.
