Follow-up Comment #3, bug #18950 (project wesnoth):

This new animation speed was carefully calibrated for movement animations. 
We're trying to please two camps; those who want slow, rich animations, and
those who want quick, symbolic display to hurry gameplay along.

We're not going to compromise things for the first camp when the second camp
is already ideally served by accelerated mode.    As per the previous comment,
 accelerated mode already fulfills the most plausible "requested fix" for this
bug - "some option to make movement animations go faster."  It does bundle
that with making all animations of any kind, go faster, but that's quite
reasonable since if someone's impatient, they're likely just impatient with
all animation-delays, period.
