That's what you'd think after reading the source, but it's not actually what
it does. It completely ignores #define and #enddef directives because the
regexes are broken.
Fixing the regexes makes wmlxgettext behave pretty much like you've
described. I had to redo the whole algorithm to make it work correctly.
