Details:
In 1.8, pressing tab while entering a command completed user names.
In 1.9, this is no longer possible, instead it only completes command names.
1.8 behaviour was useful for giving control of a side, etc. to another player
in multiplayer games.
As this is a lost feature, I'm marking it as a bug.
