Ok, here is what's going on.
In a frame-set, the first frame is a bit special, it's used as a padding
before the start_time is reached. This allows the animation dev to have a
fine-grained control on what is displayed until the frame's start time is
reached.
Usually, that's what we want. Problem with sound-only frames is that the
sound is played at the instant the frame is used, thus start_time seems not to
be taken into account.
This is the correct way to do it since it's what most logical for normal
(image) frames
The recommanded way to not have anything displayed at the start of the
animation is to add an empty [xxx_frame] block with a duration of 1 at the
start
