Follow-up Comment #1:
While it's decidedly trivial to change flag_icon, the animation frames for the
actual flags used on the gamemap are initialized during the game_display
object construction; thus, implementing support for changing this will require
a slightly more intrusive patch. I think I can get to it before 1.11.0.
