Details:

As observed in http://forums.wesnoth.org/viewtopic.php?f=21&t=36509,
the engine keeps information about whether a unit has the "ai_special"
behavior in both unit::ai_special as well as in unit::states_. Still worse,
both are used (the former in the SUF, the ladder in the AI code). This should
be cleaned up.
