Follow-up Comment #1:
Played around with giving ownership back and forth, but can't reproduce it,
actually I can't even manage to plan moves as an observer. If you still
experience this bug in 1.10.2, I'd appreciate a more detailed description
including the number of players in the game and which scenario you played.
Attaching a save or sending it to me would be useful as well.
