Follow-up Comment #2, bug #19622 (project wesnoth):
I couldn't reproduce it with the listed steps below when I tried them in
isolation. I'll keep trying the whiteboard out until I can get a better
characterization of it.
So far every time it's happened it's been a a game with 4-5 players including
AI players.
Once on Auction-X, once on the World Conquest add-on.
For the Auction-X case, it happened when I made a multi-turn move, got bored
waiting, turned on the whiteboard to make my moves ahead of time, made a few
moves including repeating the multi-turn move from before with the whiteboard
but left some units alone.
Then, on my turn, all the moves were automatically executed and my turn ended
with the units I hadn't planned moves more doing nothing.
