Details:

I get a 'game out of sync error: [input] expected but none found' error when I
have a [message][option] tag in a start event and Side 1 has controller=null. 
See screen grab below.  After clicking on either 'yes' or 'no', the scenario
continues normally, but the action to be taken in [option][command] never
happened (the message never appears on the screen).

The error goes away when:
- Side 1 is human or ai controlled and any other side has controller=null
- The [option] tags are removed from [message]
- The side is originally human/AI controlled and changed to controller=null in
the [command] tag of the [message][option] tag causing the error otherwise
