Well, the strings were made separate precisely so that the exact mark-up for
whispers and thinking-to-oneself messages wouldn't need to be included in the
strings themselves, but could be defined in one centralized location; the
ASIDE macro in data/core/macros/interface-utils.cfg, in this case.
So, I'd think that what we need is to make the strings in those macros
translatable so translators could vary the exact formatting somewhat (although
of course then they'd need to make sure all affected strings in all campaigns
conform to that choice).
