Details:
The second screen of the Windows installer is a pretty typical license
agreement screen. It displays the GPL and then says (rough translation back
from French): "If you accept the conditions of the user license, click on 'I
accept' to continue. You must accept the user license so you can install
Battle for Wesnoth."
However, the GPL is a distribution and modification license. It does not cover
installation and usage of the program. Quoting the GPL:
> Activities other than copying, distribution and
> modification are not covered by this License; they
> are outside its scope. The act of running the program
> is not restricted (...)
Apparently the behavior of NSIS is difficult to alter, so other projects
(notably VLC) have changed the wording of the screen and of the button so that
it has become a statement of rights rather than a user agreement screen:
