This appears to have been fixed.
I can't reproduce on 1.11.13. I tested using a modified looping test scenario,
attached in this report: https://gna.org/bugs/?21977
There are other bugs found in that report, but the random start time does not
seem to cause OOS for client, observer, or the replay.
Looking at the source code in mp_connect_engine.cpp, in update_and_send_diff,
it looks like the ToD code now runs before the host generates and sends the
next level, which I guess would fix the bug. So my guess is that thunderstruck
fixed this at some point.
I'm going to mark this one "Ready for Test".
