Details:
If there is an event with name=exit_hex in a scenario file, units can't move
in that scenario. There don't need to be any actions in the event; just the
name= line is enough. If you select a unit, then click on a hex it can reach,
the unit is immediately deselected without having moved. Using an event with
name=enter_hex is different in that the selected unit moves one hex and is not
deselected afterwards, but it seems unlikely to be two separate bugs. This
affects AI units as well.
