Unfortunately, although the syntax used for parametric i18n strings in the
game engine is identical to the one used for WML variable interpolation, the
implementation differs a lot. The issue you mentioned is unrelated to this
one. If there isn't an existing bug filed for it, you are very welcome to do
so.
(And no, you cannot edit past posts in this bug tracker, as you've noticed.)

What WML attribute would you expect to be used for the side name used in the
UI instead? user_team_name usually describes the *team name* (where "team" is
a group of multiple allied sides) for a side, so it's usually not suitable for
this purpose.
