Details:

It would be really nice if we could create windows that don't grab focus,
and/or could be dragged around by the user.

Some uses I could think of:

- Terrain / area time of day info screens for in-game.
- Editor: Really needs to have toolbars that you can drag around, to help with
some layout problems in the sidebar... (see e.g. this thread
http://forums.wesnoth.org/viewtopic.php?f=4&t=41002)
- UMC content might be able to make use of these for heavily modded games.
