Follow-up Comment #3, bug #22774 (project wesnoth):
In way I used insert_tag could have sense use it for tags like [redraw], but I
pretty much would prefer [insert_tag] doesnt write them if variable given does
not exist. Other example of current behavior inconvenience is {FOREACH}. If
you insert [while] and [clear_variable], last tag will give error when
variable is empty.
