Details:

The AI fails to attack units with high XP (e.g. next_lev - 1) unless there is
a possibility of killing the unit in one attack. These units can be exploited
to wade through enemy forces or hold key positions without risk. A proper
response would be to level the unit with a weak attack, then kill it with
normal attacks. Just ignoring XP in AI attack calculations, while sub-optimal,
would at least prevent the player from exploiting the AI.
