Details:
In both 1.12 and 1.13, it is no longer possible to navigate outside the
default userdata folder, in this case, ~/Documents/My Games/Wesnoth1.1x.
On a 1.13.x build, with no config dir set, it is possible to navigate out of
the userdata folder (in this case, ~/Documents/wesnoth-git/userdata), but it
will immediately jump to ~/Documents and not ~/Documents/wesnoth-git.
I suspect this may have something to do with the filesystem code changes,
since I did not observe this at all during the 1.11.x cycle.
