Follow-up Comment #1, bug #23235 (project wesnoth):
There is a known issue with window resizing while dialogs / story screens are
open. Some additional information is captured in bugs #17806 and #19666.
I'm able to re-create the same behaviour (unclickable next, previous, and skip
buttons) as described in this bug on version 1.12 and 1.13(dev) running on
BSD. However, version 1.13(dev) on Windows 8.1 seems to work. I'm able to
click the skip, next and previous buttons after taking the same steps.
