Follow-up Comment #5, bug #23460 (project wesnoth):

As I told gfgtdf earlier on IRC, I can reproduce a variant of this issue on
1.10.7+dev and 1.12.2+dev in a scenario where sides 1 and 2 have share_maps
and share_view enabled, with side 2 set up with these settings and its initial
units in an event after turn 1. Side 1 has shroud enabled from the very start
but side 2 doesn't, and shroud recalculation is intentionally delayed until
the end of the event, which is probably what allows side 2's units to "appear"
under shroud like this.
