the cause for this bug is that the help string_to_color method here:
https://github.com/wesnoth/wesnoth/blob/ba51524f6eb89a4b3876ab5a7c1fecd60f330ef7/src/help/help_impl.cpp#L1207
is quiet limited. it should be changed to also accept pango formats like
'#rrggbb'
