Follow-up Comment #2, bug #24695 (project wesnoth):
This is a long-standing issue as I had the problem myself many years ago. The
switch to SDL2 for 1.13.x does handle this more gracefully. I agree that it's
probably not going to be fixed in 1.12.x.
