Follow-up Comment #2, bug #24583 (project wesnoth):
Hi, I looked into re-enabling this, because I didn't see why the feature
exists in 1.12 but is removed in 1.13. I tried to make it possible to change
the resolution again, but by doing so I also made it possible to crash the
program when alt-tabbing, the crash appears to be at the SDL2 level, likely
due to the behavior from the FULLSCREEN flag compared to the
FULLSCREEN_WINDOWS flag. This makes fixing this bug non-trivial and would
probably require someone more knowledgeable about SDL2.
