Following vultraz' example in
https://github.com/wesnoth/wesnoth/commit/755b6b80, I realised I missed the
'forced' inclusion of wesnoth_lua_config.h in my copy of the VC project files.
Following the example in projectfiles/VC12/ seems to resolve this.
Marking this as fixed - problem was in project files, but not for VC, just for
codeblocks, it seems.
