This was reported in IRC recently and fixed (in commit 43fd758dae).
I've attached a fixed version of the savefile, so if you want you can continue
playing from there and have Li'sar get the sceptre.
P.S. Her sprite changing awkwardly when she gets the sceptre is a known issue.
