I have a slightly alternative idea, which might serve some of the same needs
(but not all), while addressing most of the concerns.

At the beginning of the match there could be an agreed upon interval (say,
every 45 minutes) after which the break would automatically kick in. Then
after that amount of play time, as soon as the next End Turn occurs, the break
would kick in. There would be no need to black out the screen. This eliminates
the small bit of unfairness where one player was guaranteed more time to
think, since all players have an equal opportunity to be in that situation.

There should also be a mechanism to request and withdraw request of "Ready to
Resume the Game" displayed with <Break Countdown>, subject to approval by all
players. Otherwise there might be an awkward forced break time near the end of
the match.

Break duration would also be configured at the beginning of the match. It
could also include the option of an Unlimited time break, which would be
resumed only when all players are Ready to Resume.
