I agree with eleazar, except I'd require that _all_ special units
have decent graphics.
Accepting bad images into mainline is either an indirect approval of
the images' quality, or an indirect promise that we'll upgrade them
later, neither of which I want to commit to.
And run the question of "Are these decent?" by us when the time
comes, because different people have markedly different standards. : |

I suggest these additional criterion:
- All special hero characters are decently drawn and have at least
one frame for defense and each kind of attack.
(maybe the same should be required of all special units that can
fight)
- Priority should be given to adding a beginner-friendly campaign(s)
- Not all fun, complete, maintained campaigns will neccesarily be
added to the mainline,
(the download would get too bloated, and the campaign server is
easy to use.)
preference should be given to campaigns that:
offer someting unique
are the best in their class
have scenarios that encourage the development of good tactics.
have scenarios that encourage the understanding of the uses of
mainline units.
