That part is beyond the terms and conditions of the license, but I've
read enough discussions about it (on lkml). Personally, and I'm no
laywer nor have I consulted one, I read the license as 
'GPL 2 only unless explicitly stated otherwise'.
I do know other people read it the license as 
'GPL 2 or any later version unless explicitly stated GPL 2 only'.

We had a few discussions on IRC since more people were wondering about
the version. The end conclusion was that Wesnoth is 'GPL 2 only'. That's
why I updated the file headers to make clear the files are 'GPL 2 only'.
This was not intended to be a silent license change. That's why I also 
posted here to make clear the files are now clearly labeled 'GPL 2 only'.

If you intended the files you authored to be licensed as 'GPL 2 or any
later version' then I think those files should be labeled as such.
I'm still not a laywer, but I think it should be possible to change the
license of the files now since it was your orginal initial intent to
license them 'GPL 2 or any later version'.

Do you wish to update the files yourself or do you want me to update
them? If you want me to do it, please give me a list of the files and
the additional copyright info you want in them.

PS I don't have an opinion on the GPL 3 yet since I haven't taken the time
