After some discussion on the chat groups, I am going to try to cover
#1, #2 and #4 by allowing generate_traits to check for traits which will
not be given to leaders randomly (initally this will be everything but
undead and mechanical), if applied to units which already have traits, to
only add random traits up to the limit, and to flag some traits that should
always be added even if the limit is exceeded (initiall undead and mechanical)
if appropiate for the race.
