I've no strong opinions about this, that means the current structure doesn't bother me. I agree it's not really clean and a relic of the past. So if you want to clean it up, now indeed would be a good time. There's a Debian bug [1] about this issue, could you mark that fixed upstream (or ping Rhonda or me) once you finished these changes.
