Granted. The latter kind belong in the scenario file, the former in a map file.

I think you mean "sites" here, not "sights".

I strongly favor having it normally live in the .map file. There are
all kinds of ways to get into trouble when a file is both
machine-edited and hand-edited, so I'd prefer the machine-edited stuff all
go in one file and the hand-edited stuff in another.
