I don't think a hard rule would work but a general principle that
"it's ok to do that" could be usefull
I think we should ease our lives and use the gna bug database for that
purpose.
Encourage bug reporters to use the web interface (authenticated) and
then filter for reporters of bugs
where the bug is not "invalid" or "wont fix" or in that terms.

P.S : I just realized that adding a section breaks string-freeze, so
this will have to wait for unfreezing, but the idea still stands
Maybe it can be backported to 1.10.1?
