Not exactly. When you say "The game's source code is provided under the
terms of the GNU General Public License version 2, or (at your option) any
later version, except where it is explicitly stated otherwise" this "except
where it is explicitly stated otherwise" basically sends the reader on the
wild goose chase: s/he must read and understand GPLv2 and then it must find
and understand all other licenses which can be found in the various pieces
of code.

If s/he wants to find some pieces which can be used under different
licenses s/he can do it, but that's optional.
