I'd like to have a windows vm in our Proxmox VE for purpose of
providing daily windows builds and potentially making official
windows releases there too. I could use a cross-compiler instead but I
don't trust them for official builds because compilers hosted on
windows are the focus of MinGW/MinGW-W64 projects. Cross-compilers may
be less tested. Also, a real windows install would be nice for
testing builds in place, right on the vm.

However there's a matter of licensing. I don't want to create trouble
for the project by installing an unlicensed windows into the vm. Proper
licensing isn't just a matter of buying a retail license since such
usage scenario is incompatible with microsoft's retail and OEM
licenses. It seems to require Volume License deal with special
license for virtualized installs. Is it possible for the project to
acquire such a license? Maybe I'm wrong about volume license and some
other arrangement can be made?
