I commend the students of Ombatini for what they have done. They identified one
of their problems they considered a hindrance to their education and exposed
the headmaster to the whole world in a very civil manner. As Mr. Butagira
mentioned in his piece, at least they addressed their problem without causing
and damage to the property and lives at the school.
Civil disodedience works if it is done for the right cause. Look at what
happened in Ukraine during the Orange Revolution. In Thailand the airport was
was blocked for months and months until the changes the population demanded was
implemented. Recently in Thailand again citizens blocked all parliamentarians
from getting into parliamentary building because they said the parliamentarians
working for the interest of the people but the ousted Prime Minister and wanted
parliamentarians who worked for the people and are elected by the people
through proper elections. Recently in Iceland the Prime Minister was thrown out
by people demonstrating for daya and adys because the governement implemented
economic policies that hurt the welfare of the population. Look at what it took
to stop the sell of Mabira forest. If civil society in Uganda whether in local
or nation government decided they had enough with their corrupt and
non-perfoming leaders, it would not take time to change some of the situations
the local people experience.
Civil disobedience, however, requires an organized civil society who have
carefully assessed and analysed their situation and have in place some of the
solutions which they believe will alleviate their problems.
What the Ombatini students did was very civil in that they did not even do any
physically hurt the headmaster (though the headmaster may not have been used to
walking such a long distance which may have hurt him). Hopefully whoever will
be the caretaker of the school will quickly move to put in place policies that
will improve the studensts lives at school.
