Fr.Ruffino,
Thanks for offering us a snap shot of some of the views of the people you have
been able to talk to about the performance of students in West Nile. Those are
the kind of views we need to gather from the whole of West Nile if possible.
Andema and Patrick have hit the nail right on the head about data to
subsantiate those responses. The importance of data is vital for us to
view,analyse and illustrate the nature and magnitude of the problem. I am glad
Jimmy Adriko has offered to look into getting some data in their library. I
posted a sample data which I got from the limited database Ministry of
Education has on their web site on the WestNileNet Digest, Vol 7, Issue 19 but
I did not see what I wrote in the issue and neither the whole sample date I
posted except a sample of the data associated with secondary schools. I wonder
if any of you read the article I submitted with some sample primary schoo and
secondary school data. From what I observed from that data I posted,
infrastructure and policy issues in the education have just equally a very
serious impact as some of the problems Fr.Ruffino got a snap shot of from the
public.
We need to have some data for the last several years back for us to baseline
our arguements about poor performance in schools. One of the things the Task
Force may need to think about id doing what is called Asset Mapping on
Education, where we gather information on or document all the available
resources we have for Education and also document all our expections of
education in West Nile. From such a documention a Gap analysis can be
established to evaluate and rate the problems we are facing so that priorities
can be set based on what we have at hand and what we lack to achieve our
expectations.
Thank you so much Adriko for volunteering to provide us with some data which I
believe will be very useful for the task Force for the coming meeting. If the
Ambassador who made a statement about education in West Nile will attend the
meeting he needs to be presented with hard empirical facts about his statement
or he needs to defend his arguements with some empirical facts also about the
situation of education in West Nile.
