Dear Fr. Rufino Ezama,
Following our discussions on the above referenced subject I waould like to
confiem receipt of correspondences relating to the above. This is worthwhile
initiative that can rally support from concerned Westnilers.The others may not
know me very well, I am Fr. George Ezatirale, Director, Caritas Arua Diocese.
After my priestly training and postgraduate studies at Makerere Univeristy, I
worked as a lecturer Muni NTC, DEO Moyo, Education Consultant New Sudan, and
now Caritas Arua Diocese ( Concerned with social services and development of
the diocese).
There are options to adress the above stated probles as I see the others
already proposing:
1. Form a core team that acts as a think tank to regularily meet and lay
strategies to address the above issues.
2. Conduct a baseline survey in West Nile
3. To convoke a Multi Stakeholders Platform to analyse the situation
4. Form Working groups/committees
The major challenge with all these approaches is limitation to funding.
There are other actors in West Nile called "West Nile Education Coalition"
comprising of NGOs in education who are attempting to address the same issues.
Perhaps we could also share the ideas with them in terms of resources to
address the issues.
Caritas Arua Diocese in partnership with SNV has been involved in addressing
the problems associated with quality education in primary schools. We were able
to meet sub county authorities and held 5 days discussions in Manibe,
Okollo,(Arua District) Odravu, Manibe, Drajini,( Yumbe District) Djaipi,
Pakelle, and Ofua (Adjumani District) in 2008. We have been working with Mr.
Ezati Ezaruku Gasper, a retired Headmaster.
The ordinary people know their problems and the possible solutions to them.
Their major predicament is how to break the vicious cycle of the core issues.
I conclude by proposing a meeting of the core team to chat a way forward as a
matter of urgency. I am an OB of St Charles Lwanga College Koboko.
