"No person shall be deprived of life intentionally except in execution of a
sentence passed in a fair trial by a Court of Competent Jurisdiction in respect
of a criminal offence under the laws of Uganda and the Conviction and sentence
have been confirmed by the Highest appellate Court" Folks, this is the wording
of Article 22 of the Constitution of the Republic of Uganda. This Article
entitled Protection of right to life is in the bill of rights and forms the
gist of the fundamental and other human rights and freedoms. These rights are
inherent and not granted by the State. Under Article 20 (2) of the
Constitution, this right and others are to be respected, upheld, and promoted
by all organs and agencies of Government and by all persons. Indeed what
happened in Koboko was unfortunate. I have failed to decipher how one can talk
of smuggling in the middle of a town like Koboko and Arua. Besides that How
some trigger happy lumpen can deprive an innocent
Ugandan of the right to life under the flimsy guise of collecting taxes.
Please any body who has access to the family members of the deceased should
link me up with them and I will provide probono or free legal services to
ensure that URA compensates the family members.
We should condemn such acts by URA
