Ladies and Gents,
 
As Jesca Bako Anguyo (Mrs) observed, there is need for short term efforts to 
try to correct the poor performance in the region, though some have been tried 
before without an apparent change. You see the attitudes of today's WN students 
are so negative to good performance to the extent that their notion is that it 
is the poor students to read hard. No one gives you a second look if you were 
addressed as the best student in the country.

You may say HURRAH Hon. Wadri has got one of the main problems, but come to 
think of it.Alaka Caleb, Ejiku Robert, Gilbert Adibo and the others from Mvara, 
Didn't we used to go and dance in White Rhino and our Biology teacher was at 
the gate selling tickets? How did we perform well? FOCUS. Many of us were 
literally out buying our own teachers with local booze. What happened the next 
day? You were more serious bse u spent the previous day carelessly. Didn't the 
Ombaci boys sell the school cat several times for local booze? Were the not 
matching up to town for a dance? Am sure Wadri did the same many things.
 
Lets stop being hypothetical, far removed and too academic in trying 
to identify some of these problems.
 
Take the type of parents we had (they now take their children to study in 
Kampala from PI!), they were so serious about their children's education. Now 
you want to discipline a child in Mvara, she rejects the punishment courtesy of 
the parent and the next day he is a student in Nile High. What do you do as an 
educationist?
 
As opposed to other areas of the country, our private school are for the poor 
of the poor and there is no discipline to talk of. School managements are not 
being assisted so much by the other stake holders to deliver. Come down and 
find out how these primary teachers (both primary and secondary) are appointed, 
posted and transferred. You will be amazed.
 
I am not condoning teacher and pupils drinking and dancing together, but the 
issue is indiscipline on the part of the all stake holders as Dr.Alicai 
mentioned.
 
Let me also suggest that since we are receiving large volumes and volumes of 
correspondences on this network. it would be of benefit to us all that if you 
want to send a private mail to discuss private matters, isolate that address 
first before sending.

Unfortunately, this situation is apparently rampant in the region, but it 
amounts to unparelleled indiscipline by (1) the teachers, (2) students, (3) 
parents (who have either lost control - most kids just dont care to listen any 
more; or many current generation also equally irresponsible, dont be surprised 
if they are in those same 'joints' with their kids).
 
As I understand it, the local councils (village, subcounty and district) have 
the powers to come up with legislation to regulate, limit or even ban these 
discos and video shows etc in order to restore some sanity. Take the Christmas 
day shooting at Alikua trading Center, Maracha, where a Senior 2 student was 
shot and killed at a disco by eithet the district police commander and his 
escort -- they are in court and behind bars over this -- it is sad ...

Now this is not a laughing matter. Hon. Kassiano Wadri was invited to make 
a speech over the weekend. The good Hon. M.P for Terego had this to say in 
relation to our penchant theme of Education. Commenting on the performance of 
pupils who sat for their PLE last year, the M.P told us that only 3 pupils 
passed out of all the 57 primary schools in Terego County. Now wait for the 
shocker, the M.P stated that teachers in Terego sit with their pupils in 
"Kibanda's"  (that is a colloquial term for "make shift" video halls) the whole 
night watching movies. That it is common seeing those teachers with their 
students dancing in those Godforsaken make shift discotheques while imbibing 
the bitter staff. That when it comes for time for lessons, its a common 
practice for the teacher to be sucking a packet of the staff while teaching.. 
By the way thses gins are cheaply packed with brand names like Kings Gin,  
Higbury, Old trafford et.c. I and Father Ruffino
 exchanged some rare glances since both of us where in the audience. 
Unfortunately the M.P did not give us a way forward. Ya the ball is in our 
Court.
