During Pre-colonial time this was seen in sub-regions now known as West Nile, Acholi, Lango, and Teso. It however, was not tried among the Kingdoms that were found in the central, western, and southern regions as they were hostile to one another.. My view is that this system should not be 'forced'; Kingdoms should be allowed to either embrace or reject it. Then with time, the Regional Tier system should revamp to what is now known as federal system of governance (Not FEDERO) - which some political parties are agitating to offer Ugandans when they come to power. It is time opinion leaders in the different communities (e.g. Marach, Terego, Vura) come together to strike a common understanding as hostile feelings are exterminate. Culture politics should begin to blend gentle to soothe/heal the damages caused by western type of politics. Henceforth, we shall see the advent of a new system of governance - Federal System.
