I would like to thank Vasco for his observation on the submissions by the
President of the WNF. I like the idea of raising funds among us to start
with but lets “hurry slowly”…

He did ask about the deliberations by the Education Task Force. I accepted
to chair this TF and I am grateful to the members who volunteered in this
great task. Those who were on the forum early last year will bear with me
that the discussion on the situation of education in West Nile kept us
united, committed and people got concerned.

We got some difficulties in the TF which could not be resolved single
handedly by me. We needed a TOR (Terms of Reference) drawn by a lawyer to
help see from where our mandate etc was coming from. This TF was given a 3
month period to carry out a baseline survey from which future plans of
action could be worked upon. Many other members asked for the TOR to be
worked upon. Recently another member requested that. Can we resolve on this
issue once for all: who is going to prepare this TOR and for when? When a
member wanted that we air our findings on the FMs in Arua, I raised the
problem of who we are so as to have clear status (on the net and on the
ground).

As a TF worked on the research proposal for the survey and we were ready to
contact some organizations to fund the baseline survey. But we could not
have a bank account onto which money could be sent since we did not have a
constitution. I did not want such money to be sent to a personal account.
Some three westnilers pledged to give money for opening the account (Hon
Margaret Angufiro honored her pledge and we thank her, and she gave 200,000
ugx and two others have not yet honored their pledge totaling to 200,000
ugx). This amount is there with the chairperson of the education committee
(Ambassador Harold Acemah). Should the TF have gone head doing the research
without money? Not even the Vatican Bank runs on “Hail Marys”.

In a meeting, which Counsel Caleb Alaka attended too, we were given 3 months
of operation. The necessary means to do this was not there. We accepted what
Yumbe district did (by one of our members and Yumbe district financed the
whole research at 11M and in 2 months and half it was ready). We believed
that this was to be extrapolated to other districts of WN since the
situation was more or less the same. Our TF members attended the
dissemination to all stakeholders in Yumbe and we later agreed to share
their report. Our research was cover all sectors of education running from
nursery to Higher Institutions.

I would like to ask the WNF to draw the TORs before February 2010, then we
can look into the issue of membership fees, then we can prioritize our
topics so that WN really goes a step further developmentwise.
