Mr. President,
I welcome your alarm on subscription. Reading from your post, we are at 
advanced stages...of launching and opening bank accounts. My little knowledge 
in the NGO world is that constitution or memorandum and articles of 
association as well as certificates of incorporation are mandatory for opening 
bank accounts of companies limited by guarantee/NGOs such WNF. Do we have any 
of those documents? You said, "Our Treasure and the two vice Presidents will be 
signatories to an account we intend to open up with one of the banks within a 
weeks time" Is this a constitutional provision or a proposal to be included in 
the constitution? Secondly how was the 50,000 arrived at? What cross-sectional 
membership choices are available to individuals or organisations to opt 
for? The grapevines have the positive development that WNF has already been 
registered. Can you confirm and share with us the developments & documents as 
promised?

Colleagues, we need to start serious work including developing the strategic 
plan for the West Nile Foundation, the launching of the same, the work plan, 
and other issues including the recruitment of the coordinator after agreeing on 
the TOR. We had suggested that we members pay Ugshs 50,000 only as subscription 
fee. Can we do so. Our Treasure and the two vice Presidents will be signatories 
to an account we intend to open up with one of the banks within a weeks time.
